Alla fine degli anni 80, sull’onda di una rinnovata concezione della tutela e della protezione degli animali (che porterà ad innovazioni anche in termini legislativi con la L.281/91 in materia di lotta al randagismo), sorge, nel Comune di Venezia, il primo insediamento di quello che diverrà il Canile Comunale.
Nell’area a ridosso del depuratore Veritas, nell’attuale Parco di san Giuliano, quella che un tempo era una zona destinata a discarica di rifiuti urbani ed industriali, prese vita la prima originaria struttura destinata ad ospitare i cani randagi e abbandonati del territorio comunale. Negli anni seguenti l’area è stata tolta dal perimetro SIN, si è provveduto alla bonifica del Parco di San Giuliano con finanziamento Comunità Europea, ma non si è potuto procedere nella zona in cui attualmente sorge il canile, in quanto l’Associazione si è opposta allo spostamento nel nuovo terreno di Dese, acquistato dal Comune e costato circa 812.000 €. Perché? La struttura privata, gestita dall’Associazione Veneta Zoofila (AVZ) denominata “Rifugio del cane”, che ottenne in concessione il terreno di proprietà del Comune, costituita principalmente da una recinzione perimetrale, con recinti provvisori per suddividere i cani, ha subito continui cambiamenti strutturali per far fronte alle sempre maggiori esigenze di ospitalità dei cani.
Tuttavia, molte delle opere (risultate poi abusive), non risultarono mai sufficientemente idonee a garantire il minimo benessere per i cani ospiti: box con pavimento di solo cemento e privi di area erbosa, mancanza di un sistema di scolo dei rifiuti adeguato (per consentire la migliore pulizia dei box), box costruiti con materiali che non consentono un buon riparo dalle intemperie, mancanza di una struttura adeguata per ospitare i cani malati e/o convalescenti, solo per citare le lacune maggiori. A tutt’oggi la struttura del canile in questione, appare fatiscente e non pare consona non solo ad ospitare i cani, ma anche a consentire un’adeguata gestione dell’attività da parte dei volontari, nonché a garantire una sicura fruibilità degli spazi da parte del pubblico durante le visite, vista la precarietà dei camminamenti e le molte recinzioni arrugginite.
A peggiorare la situazione i recenti lavori di rimozione delle moltissime parti abusive su ordine dello stesso Comune in seguito a prescrizioni fornite dalla Procura della Repubblica di Venezia che ha aperto un fascicolo nel giugno 2015 per malversazione, opera gravosa da sopportare per i poveri cani ospiti (visto l’assordante rumore di martelli pneumatici ed escavatori) e per i volontari. Come se tutto ciò non bastasse,durante le fasi di scavo sono emerse molte strutture contenenti amianto con ulteriore pericolo per la salute.
L’attuale canile appare ora come un luogo di devastazione, con cumuli di macerie accatastate per la bonifica e con molte opere abusive ancora da rimuovere, con totale assenza di ripari per gli animali in quanto appunto le strutture di copertura sono state rimosse e da parecchi mesi l’unico riparo offerto sono dei teli di pvc. Quella che era una condizione di vivibilità, già di per sé non soddisfacente per il benessere dei cani, è diventata inaccettabile. Incaricata la Asl di certificare lo stato degli animali ospiti del rifugio e la loro trasferibilità, dapprima dichiarati intrasferibili, in una successiva comunicazione se ne prevede il possibile trasferimento per tutti tranne 22 creature, che proprio perché anziane e malate, a nostro avviso dovrebbero essere le prime a lasciare il rifugio. La curiosità ci assale quando, ad una attenta lettura delle certificazioni, si evince che dal primo al secondo sopralluogo della Asl ci sono 4 cani in meno: sono stati adottati?
Per queste ragioni, nei giorni scorsi abbiamo lanciato una petizione (puoi firmare ai nostri banchetti oppure contattaci) per richiedere l’immediato trasferimento dei cani in luoghi sicuri, al fine di consentire il completamento delle opere in esecuzione data l’estrema difficoltà logistica nel procedere con i lavori di riqualifica e bonifica del sito con gli animali presenti.
Ci chiediamo altresì perché non sia possibile per questa Amministrazione riprendere in mano il progetto di costruzione del nuovo canile per il quale già migliaia di euro erano stati spesi per un sito che ora appare incolto.
Mercoledì 13 aprile è stata convocata una Commissione consiliare che affronterà questo tema, noi faremo sentire la nostra voce, firmate la petizione e venite a far sentire la vostra!
